In truth all open source projects are owned or controlled by someone. Ultimately a person or group of people needs to decide the direction of a project, what is included and what is not. Just because a project is open source does not mean that it can not be run as a dictatorship by one or more individuals just as in proprietary software. The difference with open source is that the project can be forked (see FAQs - What is a Fork?)
